Why 条 for 狗 but 只 for 猫？
both 只/条 can be used for dogs (条 is more for long creatures 一条狗；一条蛇；一条鱼）

What is the difference between 汉语 and 中文?
They are the same, it's just 汉语 is used more when learning or teaching Chinese as a second language, 中文 is a general term for the language.

条/只 both can be used for dogs; Yes 只 can be used for most animals :)
